2007 – ONE EU ENLARGEMENT IS NOT ENOUGH
an inclusive enlargement process – post-first-wave prospects
for South Eastern Europe
The project is made possible thanks to funding under the Jean Monnet Programme, Directorate General for Education and Culture of the European Commission aimed at setting up of regional and transnational research groups organised by the academic world – ECSA National Associations and Jean Monnet Centres of Excellence.

The main objectives of the project are:
-
to intensify research on EU integration in the countries of South Eastern Europe by encouraging academic exchange on a regional basis and by creating trans-national research groups on relevant topics;
-
to stimulate young researchers’ interest for the dynamics of EU integration from a South Eastern European perspective;
-
to establish a viable regional ECSA network between academics and young researchers from the area with a view to their more active participation in a wider “ECSA-Europe” and “ECSA-World” framework;
-
to attempt at gradually expanding the network to include academics from non-candidate countries.
The principal target groups that the project aims to reach are:
-
academics (professors and lecturers) who are members of the national ECSAs and of the Jean Monnet Centres of Excellence taking part in the project;
-
young researchers / PhD students in the field of EU integration studies who are associated with partner institutions (Centres of Excellence) or with ECSA members;
-
professionals dealing with EU integration issues – from the state administration at central, regional and local level, political parties, social partners, business associations, etc;
-
the media and the general public in the countries which are project partners;
-
a specific target group: academics (professors and lecturers) from Serbia and Macedonia, who have not yet formed an ECSA-type of organisation at national level.

participation of young researchers / PhD students in conferences and seminars
Participation of young researchers / Ph.D. students in conferences organised by the partners is seen as a priority under the project. Young researchers writing doctoral dissertations in the field of EU-integration will be encouraged to enter a competition for writing contributions for a conference or a seminar. The final goal is to grade the 3 best papers, whose authors will receive scholarships, which will facilitate their research efforts. These contributions will be uploaded on the project’s Internet site and published in the volume of conference papers.
On 13 December 2004 BECSA organises Doctoral Discussion Forum with the participation of Jean Monnet professors and/or PhD students from Bulgaria, Greece, Turkey, Romania, the UK and Canada in Sofia (programme of the forum)

institutional support for the Romanian European Community Studies Association (RECSA)
Institutional support is provided for the Romanian European Community Studies Association (RECSA) – the youngest partner in the region – for increasing the level of its popularity and distribution of information about its activities among academics and other public circles.

involving lecturers and researchers from Macedonia and Serbia – Montenegro in project activities and encouraging for ECSAs creation in these two countries
After establishing direct contacts with potential academic partners in Belgrade and Skopje, BECSA, the project coordinator, will help academic communities there to organise public lectures. This is the way to give more visibility to European Community Studies Association (“ECSA – Europe”) and the world association (“ECSA – World”) activities to the potential partners. The final goal is to establish national associations for European studies in Macedonia and Serbia, which could become part of the common partner associations’ network on the regional and European level. Speakers on these public lectures could be either politicians or senior officials from the EU, or eminent academics. These public lectures would be well publicised by media in both countries.
